The point is: If all of the above people/institutions were never
brutal and/or corrupt, achieving real democracy would be a piece
of cake.

The function of police should be to protect the decent and honest
many from the brutal and corrupt few. Whoever the police chief
is, he/she needs to insure that his/her officers do not brutalize
the decent and honest many (regardless of their economic status,
ancestry and beliefs) in order to protect the brutal and
dishonest few. When the power structure becomes brutal and
corrupt at the top, massive change becomes necessary. It is
especially important that the police do not brutalize those who
recognize the necessity of massive change and who protest
nonviolently.
The function of police in our society seems to be to protect and serve the rich and put the poor/visionary/mean in jail. If the rich were not so obscenely rich and the poor were not so desperately poor, police could protect and serve all of the people and only put the mean in jail.
