Dr. Rajendra Pachauri is the head of the Tata Energy Research Institute and is chairman of the International Governmental Panel on Climate Change which was established by World Meteorological Organization and United Nations Environment Programme in 1988. He has been active in several international forums dealing with the subject of climate change and its policy dimensions. He has been awarded with India's Padma Bhushan for distinguished service. He was invited to join numerous organizations in India and around the world and has served in numerous academic and research institutes. He has authored more than 21 books and numerous papers/articles. He knows that Obama's USA and other major polluters are not doing enough to properly prevent global warming. When Al Gore shared the Nobel Peace Priize with Pachauri's IPCC in 2007 Pachauri represented the IPCC at the awards ceremony. Pachauri said, "What is happening and what is likely to happen, convinces me that the world must be really ambitious and very determined at moving toward a 350 target. 350 refers to the level in parts per million of carbon dioxide in the atmosphere that top climate scientists such as NASA's James Hanson agree to be a safe upper limit in order to avoid a climate tipping point.
